二 | “我们坚持兜底线、促普惠、优服务，将居家社区机构相协调、医养康养相结合作为系统推进的基本框架，持续夯实基础设施体系。”厦门市民政局一级调研员白锦焜介绍，例如厦门构建了纵向到省、国家相关部门，横向联通十余个职能部门的智慧养老“一张网”，终端可连接各养老服务机构、近邻服务点、居家养老服务商、医疗机构等。 厦门还通过区级综合养老服务管理平台建设，构建市、区、镇（街）、村（居）四级养老服务网络，实现城乡养老服务资源共享、供需衔接和联动监管；建立囊括53.2万户籍老年人、1100多个各类养老服务设施、4800多位服务人员的养老大数据库。 “这些探索聚合了分散养老资源，为创新养老服务提供了支撑。”白锦焜表示，例如推动一键求助、自动报警等智慧养老应用场景创新，破解老人居家照护风险发现难、响应慢等痛点；建立市级老年助餐结算平台，老人通过智能身份验证，就能在任意助餐点享受补贴直扣。 截至2025年底，厦门已初步实现具备综合功能的镇（街）范围养老服务机构全覆盖，每千名老人拥有养老机构护理型床位25张。 “厦门将继续以政策创新为引领，以智慧平台为支撑，以多元供给为路径，以品质提升为核心，加快构建高品质友好型养老服务体系。”白锦焜说，同时积极培育助餐、用品、医养、文旅等多元养老服务消费场景，推动优质养老服务供给扩容提质。（记者 秦宏 邰晓安）。
